Development, Cultural Values and Disability: The Example of Afghanistan
This paper assumes a view of development that is much more than material benefits, and is the sum of people's own aspirations, efforts, and learning towards bettering themselves materially, socially, intellectually, and spiritually. Based on lessons learned in a large Community Based Rehabilitation (CBR) program run under the auspices of UNDP/UNOPS and implemented by NGOs, the paper examines how far the program is relevant to local values.

The Afghan Amputee Bicyclists for Rehabilitation and Recreation, AABRAR,has trained over 2000 disabled people to ride a bike ... Disabled people in Afghanistan have tended to be hidden by their families. They have been regarded as a source of shame. But Afghan society is beginning to change its attitudes, if only because so many people have become disabled or lost limbs over the past two decades of war.
