Very limited data is available about people from a non-English speaking background (NESB) with disability who live in NSW. When attempting to analyse what available data there is (for example census data), the different definitions used when referring to 'NESB' creates many problems. The table below is a summary of MDAA's estimations derived from information collected by the Australian Bureau of Statistics.

NOTE: The figures above are derived from a combination of information from (*) The Community Relations Commission The People of NSW - Statistics from the 2001 Census and (**) Australian Bureau of Statistics Disability, Ageing and Carers: Summary of Findings, Australia, 2003. Specifically, the following information was used: 20% of Australians have a disability (**); 18% of people born in a NESC have a disability (**); 18.9% of people in NSW speak a LOTE at home (*).

How many people from a NESB with disability live in the area my organisation provides services for?
The easiest way for service providers to work out the number of people from a NESB with disability in their target area is to follow Steps 1 to 3 outlined below. If you have internet access, this information has already been calculated by MDAA for all Local Government Areas (LGAs) across NSW and can be downloaded from www.mdaa.org.au.

Step1:
Obtain a copy of the book 'The People of NSW' from the Community Relations Commission (02 8255 6767) or download relevant sections from their website (www.crc.nsw.gov.au). Look up the number of people born overseas in a NESC in each LGA in your target area.

Step 2:
Multiply the number from Step 1 by 18 and divide by 100 (the incidence of disability for people born in a NESC). This will give you the number of people born in a NESC with a disability living in this LGA.

NOTE: This does not give you a figure which includes people born to parents born in a NESC (2nd generation NESB). This figure, however, is extremely relevant as a significant number of people with disability rely on the support provided by their families.

Step 3:
To calculate the total number of people from a NESB (1st and 2nd generation) with disability you multiply the number from Step 2 by 1.67. This will give you a good indication of the actual number of people from a NESB with disability living in this LGA.

Importantly for disability service providers, approximately 6% of these people will have profound and severe restrictions (ABS term) and are therefore most likely in need of specialist services.
